Symptoms

On : 12.1.3 version, Service Request Form

ACTUAL BEHAVIOR
---------------
Search is taking anywhere from 10-30 seconds in 11.2.0.4 compared to 2-3 seconds before the upgrade in 11.2.0.2

EXPECTED BEHAVIOR
-----------------------
Search in 11.2.0.4 should take 2-3 seconds just like in 11.2.0.2

STEPS

The issue can be reproduced at will with the following steps:
1. Vertex Customer Support Analyst
2. Create Service Request:
3. Select Name: Amazon (or any other customer)
