Symptoms

E-Business Suite 12.2 Concurrent Processing, Request Processing issues

Client upgraded EBS 12.1.1 to 12.1.3 and the DB from 11.2.0.3 to 12.1.0.2.

After the upgrades all reports are failing with SYSTEM-UNABLE TO SET NLS SORT.
