Symptoms
On 12.2.4 version when attempting to approve Requisitions if the approval list cannot be built and No Approver Found notification needs to be sent to the requisition preparer this error occurs

The issue can be reproduced at will with the following steps:
1. Submit requisition for approval
2. In this case -- approver does not respond and timeout occurs
3. The supervisor is not available for the approver and approval list cannot build and error occurs when trying to send No Approver Found notification

The issue has the following business impact:
Due to this issue, users cannot resubmit Reqs when No Approver Found occurs when approval list failure happens
