Symptoms

ACTUAL BEHAVIOR
---------------
Employees that do not touch benefits during Open Enrollment are not having FSA/HSA deductions taken.


EXPECTED BEHAVIOR
-----------------------
FSA and HSA elements should be generated appropriately per pay period with the same amount that was taken in the prior year.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query a current enrolled employee.
3. Process the Open life event.
Participants are defaulted to "Enrolled" option.
4. Review Rates form from Benefits Service Center.
  > See Estimated Rates show as expected.
  > Element Entry shows no per pay period amount.
