Interlock Manager Does not Process Purchase Orders created in Buyer Work Center (Doc ID 2151956.1)

Symptoms

When launching the Interlock Manager, it does not process Purchase Orders (PO's) created in Buyer Work Center.

Steps to reproduce:
1. Using a Purchasing responsibility, navigate to Buyer Work Center -> Orders
2. Create a Purchase Order (PO)
3. Run the Interlock Manager, it does not process PO's created in Buyer Work Center.
