R12.2 Iprocurement Views: Requisitions -> Approvals and Requisitions I have Approved - Never Return Rows (Doc ID 2151965.1)

Symptoms

In Iprocurement, Under Requisitions->Approvals both the views for requisitions are not populating ie Requisitions to Approve and Requisitions I have approved
 
The issue can be reproduced at will with the following steps:

1. Navigate to Iprocurement Responsibility

2. Navigate to Requisitions->Approvals

View > Requisitions to Approve>Click Go> No result found

View>Requisitions I have approved>Click Go> Page keeps on loading>No result is shown
