Symptoms

When running the GB Pensions Automatic Enrolment - Employee Communications Generation following the GB Pensions Automatic Re-enrolment Process the number of letters is not the same as number of employee re-enrolled.

Steps to Reproduce:
1. Login under UK HRMS MANAGER
2. Run GB Pensions Automatic Re-enrolment process
3. Run GB Pensions Automatic Enrolment - Employee Communications Generation process
