Does the Standard Bill delete constraints (BIL_CON18) validate engineering side bills of material (BOM) as well as manufacturing bills?

The setup of the contraint looks like this:

Constraint: BIL_CON18
Description: Cannot delete bill if any sales order are open for parent item on the bill

Failure message name: BOM_BIL_CON5_ERROR
