Cannot Delete Reservation After The Delivery is Backordered Or 'Ship Confirm Backorder All' Option Is Not Updating Reservations Correctly (Doc ID 2153070.1)

Symptoms

On : 12.1.3 (and is valid for 12.2)  version, Ship Confirm

A manual reservation is created, and then picking is performed using the WMS mobile.
Status of delivery details changes to staged/ pick confirmed for line 1.1, then the delivery / line is backordered but system doesn't allow the reservations to be deleted for line 1.2

The desired functionality is to allow the reservation to drop off when a line is backordererd, however, needing to manually delete the reservation is also acceptable

The error received was as follows:

The reservation record cannot be deleted . Either the demand line(sales order) has been picked released/ staged , or the demand line (maintenance job ) record cannot be modified thorough this form
