Submit Lockbox Process Ends In Error "ORA-04103 no data found" (Doc ID 2153458.1)

Symptoms

When submiting the Lockbox program from the Submit Lockbox form getting below error.
Even though there are records in the ar_payments_interface table with status 'New Record', they are not picked up by program.

FRM-40735: ON-COMMT trigger raised unhandled exception ORA-04062
