Multiple Emails For PO are Being Delivered When Notification is Sent to an Adhoc-role

On : 12.2.4 version, Workflow Mailer
Email notification is sent to an adhoc role. If one of the email addresses in the adhoc role is incorrect then the mailer keeps sending the same notification to all users
The issue can be reproduced at will with the following steps:
1. Create a new PO and send it to an adhoc role
2. One of the email addresses is incorrect
3. Run the WF Resend notifications program for FAILED notifications
4. The same email is sent again to all users. Not only the user with the incorrect email address
