Error Loading Any Template, No Worksheet Created In Web ADI (Doc ID 2153529.1)

Symptoms

 When attempting to load any template in WebADI, no worksheet is created and the following errors are received:

AJPRequestHandler-HTTPThreadGroup-9 CRITICAL ERROR BneAbstractDocumentService.doRequest() Current user is guest. Guest Login not allowed on template service. User : GUEST Userid : #
 AJPRequestHandler-HTTPThreadGroup-15 ERROR BneFileDownloadPage1::createPage() Exceeded maximum wait time for bootstrap download to occur. This may have been caused by high load on the server or some other network error.
