Wave Panning - Creating Wave With Cube Parameter Not Working As Expected (Doc ID 2153931.1)

Symptoms

On :  12.1.3 version, Pick Release Process

ACTUAL BEHAVIOR  
---------------
Break criteria no longer works consistently for cube.

EXPECTED BEHAVIOR
-----------------------
Customer expects break count to be consistently based on cubic feet as it was before the patches.  Not 'seeing' cubic feet as a unit of weight as suspected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create the Wave Order
2. Note the Lines in the wave with the correct volumes that add up to the total cube
3. However, the Advanced Criteria tab in Create wave appears to be taking 'Cube' as weight.
