Student Loan Upload Process Not Warning When Plan Type Is Missing From EDI File (Doc ID 2154085.1)

Problem Statement
Student Loan Upload Process not warning when plan type is missing from EDI file  

Received an Student Loan EDI file from HMRC where the student loan plan type was missing from some of the records (field ATT2  242).
The plan type is a mandatory field on the student loan element, so needs to be populated.
However when running the Student Upload Process there were no warnings that the plan type was missing and the output of the Student Upload Process said that all records had been processed.
However the records that did not have a plan type were not processed.

Expected Behavior
Student Upload Process therefore needs to have extra validation added to ensure that EDI file records without a plan type (ATT2  242) need to be correctly logged in the errored section of the output as currently they show as been processed but they are not processed if the plan type is missing.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Log into UK HRMS Responsibility
2. Go to Processes and Reports
3. Run Student Loan Upload Process
