Symptoms
On : 12.1.3 version, Journal Import
When attempting to upload Budget Journals through Web ADI,
the following error occurs.
ERROR

You cannot use Control accounts. Please choose a different account.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the General Ledger responsibility
2. Launch the Journal Wizard
3. Select the Budget Journals integrator
3. Upload the spreadsheet data with Validate checkbox checked
