E-Business Suite 12.2.5 Applications DBA, Issues with the Function of AD Utilities

While applying an NLS Patch (for example <Patch 19676458>) ORA-1654 errors occurred due to space issues.

ERROR

ORA-01654: unable to extend index APPLSYS.AD_PATCH_COMMON_ACTIONS_U2 by 16 in tablespace APPS_TS_TX_IDX
ORA-01654: unable to extend index APPLSYS.AD_PROGRAM_RUN_TASK_JOBS_N1 by 16 in tablespace APPS_TS_TX_IDX

After fixing the ORA-1654 errors by setting the APPS_TS_TX_IDX datafile to autoextend, reapplying the same NLS patch gives the following warning message and the patch is skipped:

[WARNING] Skipping patch 19676458_ZHT as it has already been applied.
[WARNING] You can reapply a patch by adding restart=no and abandon=yes

STEPS
-----------------------
1. Apply an NLS patch similar to <Patch 19676458> and it errors with ORA-1654.
2. Fix ORA-1654 via changes to the tablespace and autoextend.
3. Reapply NLS <Patch 19676458>.
