Some Resource Transactions Missing In Batches Created From ASCP

Problem Statement : Work Orders created from PLOs released from ASCP, do not appear in Production Scheduling, which runs on Collected Data.

Root Cause Identified by us : The Work Orders which are created from ASCP do not have all the Resource Transactions populated correctly in OPM. We have noticed that when we do not update the Implement date to a different date before releasing, the planned resources do not have resource transactions. Unplanned resources do, and if the Implement date is changed before releasing the resources have transactions.

So these when collected in ASCP do not generate an Resource Requirements , and hence do not appear in PS. These batches completely disappear from PS, as any Batch which do not have any Resources disappear from PS.

Fix needed: we need to get a fix so that PLOs released from ASCP do populate all the Resource transactions for Batches in OPM.

Expect the resources to have pending transactions even if the dates are not changed before releasing from ASCP

The issue can be reproduced at will with the following steps:
1. Release a planned order from ASCP without changing the Implement date

The issue has the following business impact:
Due to this issue, batches do not show up in PS.
