Reported Issue -

India Localization Tax amount is not getting updated for the
change in the Purchase Order Quantity .

Expected Behaviour
-----------------
India Localization Tax amount is expected to be updated
in par with the changed quantity.

Error Messages Observed
------------------------
JAI_EXCEPTION_OCCURED
(JAI_PROCESS_MSG=jai_cmn_utils_pkg.currency_conversion. Err:ORA-20120: Currency Conversion Rate Not Defined In The System)

Steps for Issue Replication
-------------------------------
1. Create a Purchase Requisition using iprocurement.
2. Create a Purchase Order for the PR created in Step 1.
3. Using Auto create PO and attach India Localization taxes , approve po.
5. Observed Taxes are fine.
6. Now , changing the quantity on the Purchase Requisition and approving the PR .
7. Observed quantity is updated as per the changed PR.
8. But taxes are getting defaulted basing on the old quantity and taxes are
not changing .

Business Critial
----------------------
Due to this issue , users when issuing PO
as the taxes are not getting updated, they are collecting incorrect
taxes and thereby causing statutory obligation.
