On : 12.1.3 version, EB Tax

ACTUAL BEHAVIOR

Payment's are not included in the JEILWHTSDNPOR module: Israeli Withholding Tax Summary/Detail NonProfit Report

We have some payments that have created a withholding tax records, but they are not coming up in the WHT report or file.

Please see attaches files for 3 samples including:
- APlist for the invoice
- MGDF for the invoice
- MGDF for the vendor

The issue can be reproduced at will with the following steps:
1. Run Israeli Withholding Tax Summary/Detail NonProfit Report
