Symptoms



When attempting to perform Change Service Provider action on a shipment, it shows the same service provider which is already assigned to the shipment as the option
Expectation is that other Service Provider and associated Rate Offerings should be shown

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select a Shipment and perform action Change Service Provider
2. One record is shown with the current shipment service provider and other options are not shown
