Discrete Job Creation Fails/Hangs with 'Scheduling Job And Creating Material Requirements' Message on the Status Bar (Doc ID 2156923.1)

Symptoms

On : 12.2.4 version, Work Order Definition

When attempting to create a discrete job via the Discrete Jobs form, the following error occurs.

Scheduling Job and Creating Material Requirements ... message is observed on the Discrete Job form



The issue can be reproduced at will with the following steps:
1. Responsibility: WIP Super User
2. Navigation: Discrete->Discrete Jobs
3. Create job and try to save.
4. The aforementioned error occurs.
