Symptoms
SAW ActualShipment modification upload with RC TransactionCode incorrectly removes the last stop which is not expected.
A SAW modification comes in with a drop for a stop (type O) and a quantity change for a ship unit, the shipment is incorrectly updated and the delivery stop is dropped from the shipment. The xml is uploaded again and the shipment is correctly updated.
