Item LOV is not Working on Item Orderability (Doc ID 2157995.1)

Symptoms


ACTUAL BEHAVIOR
---------------
Item LOV is not working on 'Item Orderability'
We are trying to Implement Item Orderability, and find Item LOV is not working.
 

EXPECTED BEHAVIOR
-----------------------
Expect the LOV to bring back a list of values to select from.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Created Items in Inventory, assigned to the Master org
3. Setup > Rules > Item Orderability > Operating Unit: xx_OU,
Criteria: Item, Item: x000.. > getting error when trying to enter
the rule (for example, when placing cursor in field for 'Rule Level' to add Customer and 'Rule Level value'
to add Business World get error -  APP-ONT-251837: Please enter Inventory Item when the criteria is item.

Ran concurrent program: Refresh OM Materialized Views to refresh the materialized view OE_ITEMS_MV

Checked the profiles:
Responsibility level (Order Management Super User)
MO: Default Operating Unit: xx_OU
MO: Operating Unit: xx_OU
MO: Security Profile: xx Profile

OM: Use Materialized View for Items set to yes and No, still no LOV

Checked items are assigned to the OU
Checked items were setup with correct attributes in Inventory in OM tab

Item identifier type is Internal for this test case.
