Symptoms

Task number is not Transferred to PA_TRANSACTION_INTERFACE_ALL
After run transfer to Project Accounting if we process an employee's timecard
who is not assigned to the same org id as the MO:Operating Unit setup on the
responsibility .

  STEPS
  -----------------------
  The issue can be reproduced at will with the following steps:
  1. User Enters Timecard
  2. Manager Approved Timecard
  3. Run Transfer time from OTL to BEE
Open the Batch name under PUI timcard. Tasks are seen and transferred
correctly
  4. Run Validate for BEE
  5. Run Transfer to BEE
  6. Run Transfer to Project Accounting. Process runs without errors and all
data are transferred into the PA_INTERFACE_ALL table, but without the tasks.
