Group of Lines Ask-For Promotion Modifier Is Not Available to Be Applied At the Order Header Level (Doc ID 2159146.1)

ACTUAL BEHAVIOR
---------------
Cannot apply ask-for promotion at sales order header level

EXPECTED BEHAVIOR
-----------------------
Expects to be able to apply the promotion on the header level.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Attempt to apply the promotion on the sales order header.
    It is not shown in the List of Values (LOV)

Note: Promotion is setup with level = group of lines and automatic is enabled.
         On the header, ask-for is selected.
