Missing Rows When Exporting To Excel From Payables Invoice Workbench (Doc ID 2159585.1)

When attempting to Export from the Payables Invoice Workbench there are multiple rows missing from the output produced.

Further investigation found the cause to be quotation marks in the Description field of several of the invoices.

How can this be corrected so that these rows are included in the Export output?
