No Trips Are Found For The Resource Error Is Displayed When Changing Task Assignment Status In Debrief Form

When changing the task assignment status in the debrief form an error is displayed "No Trips are Found for the Resource"
When an SR is assigned to a 3rd Party Resource (Resource Type = Other Resource), an error is received on the Debrief form after changing the Assignment Status:
1) No Trips are found for the resource , XXXX, XXXX)(Other Resource, XXXX between and
2) Owner is invalid.
The issue can be reproduced at will with the following steps:
1. Create SR with task
2. In the SR form, task tab, click on the more button
3. In the resources tab, enter an assignment for resource type = 'other resource'
5. Enter debrief
6. Change debrief status to Completed and save to get the error
