Expense report: "Save" button doesn't save attachment (receipt)

When using the "Save" button in the expense report, the receipts do not get Saved

The issue can be reproduced at will with the following steps:
1. Create an Expense Report
2. Enter the details.
3. Add an attachement. Save.
4. Click on Expense Report again.

5. Navigate to the Review page. Attachment is not visible.

The issue has the following business impact:
Due to this issue, users cannot view attachements
