Unable to update employees contact information through manager self service
When navigating to the manager self service and picking an employee that reports to him. try updating that employee's contact details (like update last name) and receive an error - This person either does not exist at all or does not exist as of the effective date.
"This person either does not exist at all or does not exist as of the effective date."
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. US Manager Self Service > Personal Information
2. Choose and Associate > Add New Emergency Contact > Add Details and Save
3. Update new contact information
