Symptoms

On : 12.1.3 version, Customers Module

Customer merge issue is going to error.

Unable to do customer merge ,customer already tried doing party merge before doing customer merge.

ERROR
-----------------------

 ERROR: CS.CS_SR_ACCOUNT_MERGE_PKG.MERGE_CUST_ACCOUNTS
  Updating table CS_INCIDENTS_ALL_B
  Can Not Merge Cust Accounts owned by different parties. Please run Party Merge
  first and then run Customer Merge.

The issue can be reproduced at will with the following steps:
1. Perform Customer Merge
