"MO: Security Profile" Not Recognized At Responsibility Level For iReceivables

When "MO: Security Profile" profile option is set at site level and for "iReceivables Account Management" responsibility, the "Self Registration" for iReceivables is working properly. However, when the 'MO: Security Profile' profile option setting is removed from site level and only kept at responsibility level, then the following error is encountered while performing 'Self Registration' :
The customer related to CIS-00012338 either does not exist or does not have valid locations.
