Make to Order (MTO) Rule Not Creating Batch When Sales Order Has Partial Inventory Reservation (Doc ID 2162058.1)

Symptoms

On : 12.2.5 version, Batches

When trying to use MTO functionality to create a batch reserved to a sales order (in the customer's case, an ISO),
with the Check Availability Flag unchecked on the MTO rules window,
and inventory exists for the item,
and there is a partial reservation of the onhand to the ISO (e.g., the ISO is for 10, and 4 is reserved from onhand inventory),
the MTO process does not create a batch, and the log file shows:

"This line is not eligible for creating reservations so cannot proceed with MTO"

Shouldn't it create a batch for the remaining qty of 6?
