Symptoms
When attempting to receive a Purchase Order (PO) for serial control item, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Telnet
2. Go to Receipt
3. Enter details
4. Click Done
5. Go to generate SN
6. Error is given
