Auto Reverse Journal Wrongly Giving Error Of No Read/write Access For This Ledger/data Set (Doc ID 2162420.1)

On : 12.1.3 version, Journal Entry

When attempting to Reversing the Reporting Currency Journal,
the following error occurs.

PREV0018: A journal header can only be reversed if you have write access to it.

The issue can be reproduced at will with the following steps:
1. Submit AutoReversal Program
2. Get the Error in logfile

The issue has the following business impact:
Due to this issue, users cannot create the Auto Reversal Journal
