R12:CE: Cash Management Bank Statement Import is Creating Statement Header but no Lines (Doc ID 2163156.1)

Symptoms

Cash Management Bank Statement Import is creating the Statement Header but no Statement Lines.
Issue has come about after successfully applying the Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 4 [RPC4] .


The issue can be reproduced with the following steps:

1.) Apply the later Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 4 [RPC4] Patch.
2.) Load the Bank Statement, and see the data in the ce_statement_headers_int and ce_statement_lines_interface tables.
3.) Submit the Bank Statement Import.
4.) Check the Bank Statement Import and verify no Errors.
5.) Notice only the Header has imported, but no associated Statement Lines.

The header row is being created in ce_statement_headers, but no lines are being created in ce_statement_lines.
No changes have been made to the format of the data entered into the interface tables.

Because the statements were imported without any lines the following errors show in the Bank Statement Import report:
The receipt control total in the statement header does not match the total receipt amount on the statement lines.
The number of receipt lines in the statement does not match the receipt line control total in the statement header.
The number of lines in the statement does not match the line control total in the statement header.
