GL_JE_HEADERS.LEDGER_ID Is Negative Number (Doc ID 2163417.1)

On : 12.1.3 version, Subledger Accounting

negative ledger_id journal are created

there is no negative ledger_id when create accounting and transfer to GL

The issue can be reproduced at will with the following steps:
1, 2015/6/21 1:02:41 Shutdown concurrent manager
2, 2015/6/21 1:02:50 request program "Accounting Program" (req_id = 365639878)submit "Journal Import" (req_id = 365640164)。status of line was setuped to "S" in XLA_AE_HEADERS.
3, 2015/6/21 1:02:50 "Journal Import" (req_id = 365640164)= Pending,because concurrent manager has been shutdown this time 。
4, 2015/6/21 01:14:47 Database shutdown. "Accounting Program"(req_id = 365639878), session was killed forced.
5, 2015/6/21 01:59:22 Database restart.
6, 2015/6/20 2:30:02 Because "Accounting Program"(req_id= 365639878)has been killed, So "Transfer Journal Entries to GL"(req_id = 365033821) restore data,but it did not cancell "Journal Import" (req_id = 365640164).and the restore data was not imported into GL.
7, 2015/6/21 2:37:05~ 2:37:48 "Journal Import" (req_id = 365640164)completed successful,nagative ledgerid (-132) was import to GL.
8, 2015/6/21 3:01:35 the second "Transfer Journal Entries to GL"(req_id = 365379807) submit "Journal Import" (req_id = 365649779),the restore data which was restored by "Transfer Journal Entries to GL"(req_id = 365033821) was import into GL again.
9, 2015/6/21 3:02:35~3:03:16 Journal Import (req_id = 365649779)completed successful, and new nagative ledger_id was import into GL.
10, 2015/6/21 3:03:21 New nagative ledger_id was corrected and posted by "Transfer Journal Entries to GL" (req_id = 365379807).

The issue has the following business impact:
Due to this issue, users cannot close period
