'Change Customer' action nulls out Default Values for FOB and Freight Terms

Defaulting rules not working after "Change Customer" action is performed.

After setting up defaulting rules for FOB and Freight terms to default to constant values,
    the values are defaulted as expected when a new quote is created.
However, when performing the action 'Change Customer ' on the quote ,
    the FOB and the Freight terms are defaulting to blanks .

Expect the defaulted values to remain or be re-defaulted.

The issue can be reproduced at will with the following steps:
1. Create defaulting rules for FOB and Freight terms
2. Create quote and observe the values default as expected
3. Change customer and these values are no longer populated.
