Symptoms

ACTUAL BEHAVIOR
---------------
In SSHR application > Transaction Monitor function Effective Date does not show up for Completed transaction, whereas it appears for Pending for Approval transactions.

EXPECTED BEHAVIOR
-----------------------
In Transaction Monitor function Effective Date should be display for all assignment related transactions. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Manager Self-Service
2. Transaction Monitor
3. Query completed transaction
4  Select Transaction: Transfer Olson, Helen Green, Bill 25-Jun-2014
5. Click on Transaction Details icon
6. Page Open
7. Effective date is not being displayed
8. Return to Transaction Monitor
9. Query pending approval Transactions
a. Select Transaction: Worker Status Change Olson, Helen Dozer, Harry 23-Apr-2015
b. Click on Transaction Details icon
c. Effective Date is appearing for the pending for approval transaction
d. Return to Transaction Monitor
e. Again Query completed transaction
f. Select Transaction: Transfer Olson, Helen Green, Bill 25-Jun-2014
g. Click on Transaction Details icon
h. Now Effective Date is appearing for completed transaction.
