The Button to Add a New Line Does Not Show Up During Checkout Process

When updating requisition line in ipro, after adding project info and split the line,the button to add a new line does not show up.
the button to add a new line should show up.
Steps to Reproduce
- Add items to the cart in iprocurement Home page.click on View cart and Checkout and click Edit
- Select the line and click Update Line in Edit and Submit Requisition page
- The Update Line Popup Region shows up
- In Billing region,Add the Project info and split the line by %
- The + sign to add the rows do not show up.
