Item Tax Exemption Created At Tax Jurisdiction Level Is Not Getting Applied When AR Invoice Is Creat

We have created Item Tax Exemption and created at Tax jurisdiction level in Ebtax.  The invoice for that item it is not exemption the tax

The tax debug shows the following

p_tax = CA PST
p_tax_status_code = CA PST STANDARD
p_tax_regime_code = CA PST R12
p_tax_jurisdiction_code = CA-BC
p_tax_date = 01-JUN-16
p_multiple_jurisdictions_flag: N
Found Tax rate: tax_rate_id: 17322

Ran the following query

select allow_exceptions_flag from zx_rates_b where tax_rate_id = 17322;

Shows that the allow_exceptions_flag was not set.
