Unable To Create User Account For Partner Contact - The application is currently not available

On : 12.1.3 version, PARTNER DETAIL

We are unable to create User Account for the partner contact.


The application is currently not available or an unexpected error has occurred. Please try again later.

The issue can be reproduced at will with the following steps:
1. Creation of Trade Profile:
  Oracle Trade Management User -> Trade Management Setups -> Customer Trade Profile

2. Conversion of Customer to Partner:
  Channel Administrator -> Administration -> Customer to Partner Conversion -> Select Our Customer & Partner Type Detail -> Click on Convert to Partner

3. Clicked on Create Contact: > Added details & clicked on Apply

4. Clicked on Create User Account > Added details and clicked on Apply.

5. The error message appears

The issue has the following business impact:
Due to this issue, users cannot create user accounts.
