Cannot Component Pick Release Assembly/Operation Pull Items With Error 'None Of The Material Requirements For The Selected Components Could Be Allocated' (Doc ID 2164763.1)

Symptoms

Cannot perform a component pick release for standard discrete orders with components having a WIP Supply type of "Assembly Pull" or "Operation Pull", even though we have the "Release Backflush Components" check box checked on the "Material" tab of the WIP Parameters for the org (we are able to pick release "Push" supply type items in the org).   The following error is displayed.

"None of the material requirements for the selected components could be allocated. Please re-query to view the open requirements"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigation = Setup-> Parameters-> org=MDC, Release Backflush Components is checked

2. Responsibility = Work In Process (WIP)
  Navigation = Discrete-> Component Pick Release-> Component Pick Release (Form)

3. Org/ job = MDC / 17606563, Release, Pick Slip Grouping Rule 'IR Global Pick Slip'

4. Error = "None of the material requirements for the selected components could be allocated. Please requery for open requirements."
