Slow Performance Assigning and Unassinging Driver

Symptoms
There is a distinct slow Performance when Assign or Un Assign Driver to Shipments.
Once you have accessed the Shipment that you need to assign a driver to you complete the following: Action>Fleet Management>Assign>Driver or Action>Fleet Management>Fleet Unassign>Driver, you get the following results
A. To assign a Driver it takes like 3 minutes or it times out
B. Unassign a driver it takes like 2 minutes
C. Unassign 4 Shipments times out on the UI
