On : 12.1.3 version, Upgrade related issues

During database upgrade project from RDBMS 11g to RDBMS 12cR1:
When attempting to run Autoconfig as per Step 27: Implement and run AutoConfig, from Note: Interoperability Notes EBS 12.0 or 12.1 with RDBMS 12cR1 (Doc ID 1524398.1),
the following error occurs.
