Unable To Change Managerial Approver, New Approver Disappears (Doc ID 2165850.1)

Symptoms

On iProcurement 12.2.4 when attempting to change the managerial approver, the new approver disappears and the following error occurs:

Error: cannot display page
You cannot complete this task because you accessed this page using the browser's navigation buttons (the browser Back button, for example).

The issue can be reproduced at will with the following steps:
1. Create a requisition in iProcurement
2. Go to enter Managerial Approver
3. Select Change Managerial Approver, then click submit
4. The new approver disappears, and an attempt to click cancel causes the error

Due to this issue, users cannot change the managerial approver on requisitions
