Symptoms
On : 12.2.4 version, Requisition Creation
When attempting to submit change request, the following error occurs.

Approval workflow database error occurs while approving Purchase Requisition 97406
PL/SQL procedure: PO_REQAPPROVAL_INIT1.GET_REQ_ATTRIBUTES
Error: ORA-20002: 3103: Attribute 'FEDERAL_FLAG' does not exist for item 'POREQCHA/XXXX-XXXX-XXXXX'.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to iProcurement Responsibility
2. Navigate: iProcurement Home page -> Shop -> Stores
2. Create and Approve Requisition
3. Submit Change Request
4. Requester received notification with above error
