UPK: User Import Utility Does Not Run From A Command Line (Doc ID 2166168.1)

Symptoms

On : 12.1.0.1 User Import Utility 

Performed the steps below to run the User Import Utility by command line.

Per the Documentation "If the path to the UserImport.exe or the settings file contains spaces, you must enclose the entire path in quotes." 

When running the following command:
"c:\Program Files (x86)\User Productivity Kit\Knowledge Center 12_1\Tools\UserImport.exe" "c:\User Import Utility Configurations\UserImport\User Import Config 2016July - All.xml"

Result:   The command does not run.  Nothing happens on the screen.  There is no error message either.
