RTI FPS EDI File, It Is Not Printing Assignment Number

RTI_payroll_id is reported as 's' in FPS report, possible case for the issue to occur could be, initially assignment is created with assignment_number='s' and hence rti_payroll_id='s'. At a later point of time, assignment_number is modified to a valid assignment number in correction mode. With this action assignment_number number will be modified to new one, rti_payroll_id still remains to be 's'. When FPS report is submitted for such employee, ATT3 19 field(rti_payroll_id) will be reported as 's'.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Run RTI FPS EDI file
- Observe the issue where a particular employee that has not the correct RTI_payroll_ID details.
