Cannot make Customer Contact First and Last Name Mandatory via Personalization (Doc ID 2166699.1)

Symptoms

On : 12.1.3 version, Contact Methods and Preferences
On Account and Site level , First and Last name  are not Mandatory fields. When  trying to achieve this using OAF personalization and made the property required as "True ", Changes are not saving on the form.

 Steps to Reproduce:

Responsibility: Receivables Manager
Navigation
:

1.Navigate to Receivables Manager Responsibility.
2.Customers > query the Account
3.Click on Account details
4.Communication tab
5.Click create contact
6.Personalize the First name Last name Mandatory.
7.You cannot save the contact without entering First and Last names
