On : 12.1.3 version, Planner workbench

While creating a IR, System is not defaulting the inventory org
EXPECTED BEHAVIOR

User is expecting System should default an Inventory Org
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Sourcing rule
2. Create Internal Requisition
3. System is not defaulting the inventory org depending on ASP
